It would appear that the ICE officer had time to move out the way and may have done so, but had I been in the same situation, I'm not sure I could have gotten out of the way. I would have seen the car moving toward me as a deadly threat.
It appears to me that the driver was attempting to turn to the right, but had to know that her car was dangerously close to hitting someone. I think that what happened is that she panicked and hit her accelerator with little regard for the consequences. She may not have cared if she hit someone or just acted impulsively.
It also appears to me that the ICE officer fired all three shots after he was no longer in immediate danger. This is supported by this video...
Is this justified? Only if he thought that she was still a threat to someone else. However, it only took him a couple of seconds for him to fire all three shots. The human brain needs a couple of seconds to process new information, so once he decided to fire, did he have time to change his course of action?

She appeared to be trying to flee as opposed to deliberating trying to hit him, although we don't know her motives. She might not have cared. However, she had a responsibility to operate her car in a safe manner.
When confronted by law enforcement, it is a bad idea to flee, especially if that involves hitting an officer with your car.
However, this could turn into another George Floyd situation. I personally think that Derek Chauvin was railroaded, as there were many contributing health factors to the death of George Floyd. A person should not take a potentially fatal dose of drugs while they have nearly-terminal heart disease and COVID-19. He had 75% blockage in his left anterior descending artery and 90% blockage in his right coronary artery. That is a heart attack waiting to happen.
